What is VAT circle?

A VAT circle is the local NBR office a registered business belongs to, determined by where the business is located. Registration, queries and routine dealings go through the circle before they go anywhere else.

In Bangladesh

VAT law is national but the day to day relationship is local. Businesses with outlets in more than one district often deal with more than one circle, which is a practical reason to keep records that can be filtered by outlet.

An example

A retailer opening a second outlet in another district finds the new premises falls under a different circle, so registration and routine queries for that outlet go somewhere else even though the business is one taxpayer.

In SORS ERP

Every transaction in SORS ERP carries its outlet and warehouse, so registers and return summaries can be produced per location rather than only for the business as a whole.

Questions

Answered plainly, including where the answer is no.

Do I need a separate BIN for each outlet?

That depends on how your premises are registered, which is a question for your VAT consultant. What is true regardless is that records which can be filtered per outlet make either arrangement workable.
